Alleyways Transformation Programme Manager (Fixed Term Contract)

This is a full-time, fixed term contract post until 30 August 2028, subject to review.

If you are appointed, you will report to the Director of Resources, Fleet, Transport & Open Spaces and Street Scene and you be responsible for the development and implementation of Belfast’s Alleyway Transformation Programme. You will:

• work with teams from across Belfast City Council, and with external partners, to design and test a new programme to support resident-led alleyway initiatives across Belfast.

• Build relationships with relevant stakeholders, including the lead-funder Bloomberg Philanthropies, local communities, the private sector, public sector agencies and academia, as required, to develop and deliver the programme.

• During this process, develop a business case for a long term, sustainable approach that can be integrated into Belfast City Council’s Business as Usual service delivery.

• Identify and support complementary initiatives that can contribute to the success of the programme’s goals including the Council’s existing commitments to alleyway projects and those of other partners.

• Ensure that learning from the programme contributes to the design and delivery of other council policies and practices that can support to transformation, innovation, and inclusive growth. This is likely to include supporting the creation of shared innovation and transformation methodologies, tools, and training resources.

With over 1,400 staff the City and Neighbourhood Services Department delivers frontline services essential to the daily lives of Belfast residents.  This includes:

• Open Space & Street Scene – Managing parks, green spaces, and street cleansing operations.

• Neighbourhood Development & Regeneration – Overseeing community centres, health and wellbeing initiatives, active living, and community safety.

• Regulatory & City Services – Providing environmental health services, dog and pest control, port health, emergency planning, and bereavement services.

• Strategic Waste Management – Leading waste collection, recycling, and fleet management.
